Dwayne Smartt

Dwayne Smartt started with Dow in 1987 at Dow’s Louisiana Division in Plaquemine LA as a logistics coordinator, and after 18 months moved into production planning and logistics modeling for various production units until 1991. He then moved to corporate headquarters in Midland MI, where he worked as a rail freight negotiator for various business units, handling various commodities, doing economic analysis and strategy development to drive commercial negotiations.

In 1997, Dwayne moved into commercial rail asset management, responsible for the Dow rail fleet, and today he is a Rail Supply Manager. His responsibilities include the lease, purchase, and sale of all tank cars for Dow’s North American fleet, and also the commercial management of intra-plant switching activities and rail track maintenance activities for Dow’s North American facilities. He serves as a commercial interface with all rail equipment suppliers, rail switching service suppliers, and track maintenance suppliers, and work with the Dow business units in the development of Dow’s overall rail fleet strategy. Dwayne serves as a subject matter expert in rail matters for the Dow supply chain organization, and as a liaison to Dow Europe encompassing commercial rail related issues.
